I think gear confiscation is definitely the most clear and understandable disincentive, provided it is of significant value to be in keeping with the crime - at a commercial and international level it makes me so angry when vessels convicted of illegal fishing sail off to continue their plunder. Perhaps a bit of community service could be added: for example a presentation to a couple of local schools that have been studying the marine reserve, apologising for stealing the communities' protected fish? Local dive and fishing clubs might want to hear an explanation too, since they are often involved in setting up and informally policing reserves... Cheers, k
