Yes: it is a snake eel. I have pix of them up a mangrove river . They can swim under sand with oar- like tail. They hide on sea floor with just head out, glassy teeth for disguise , in wait of prey. Some divers confuse them with the sand burrowing, plankton feeding garden eels that form swaying colonies and withdraw altogether when alarmed.
